国务院联防联控机制12月26日晚发布《关于对新型冠状病毒感染实施“乙类乙管”的总体方案》，方案明确，优化中外人员往来管理。

来华人员在行前48小时进行核酸检测，结果阴性者可来华，无需向我驻外使领馆申请健康码，将结果填入海关健康申明卡。如呈阳性，相关人员应在转阴后再来华。取消入境后全员核酸检测和集中隔离。健康申报正常且海关口岸常规检疫无异常者，可放行进入社会面。取消“五个一”及客座率限制等国际客运航班数量管控措施。各航司继续做好机上防疫，乘客乘机时须佩戴口罩。进一步优化复工复产、商务、留学、探亲、团聚等外籍人士来华安排，提供相应签证便利。逐步恢复水路、陆路口岸客运出入境。根据国际疫情形势和各方面服务保障能力，有序恢复中国公民出境旅游。

On late December 26th, 2022, the National Health Commission issued a notice General Program for the Implementation of "Category B" Management of Novel Coronavirus Infection. Below are specific policies:

① The Covid-19 pneumonia was renamed as novel coronavirus infection.

② The management of the disease will be downgraded from Class A to Class B in accordance with the Law of the People's Republic of China on Prevention and Treatment of Infectious Disease, starting January 8. Passengers traveling to China need to take nucleic acid test within 48 hours before boarding their flights to China, and nucleic acid screenings and centralized isolation after arrival will be canceled. In light of the international epidemic situation and service capacity, the outbound travel of Chinese citizens will be resumed in an orderly manner.
